Memorandum

To: All CIA Supervisors
From: James Knowdell, White House Security
Re: Identifying Covert Agents

It has come to our attention due to recent testimony before the House Oversight and Government Reform Committee that there is a problem concerning identifying covert agents.

As Rep. Tom Davis so astutely pointed out, there is no way for us to easily tell an overt operative from a covert operative. This does appear to be a CIA problem. Without such vital information, we do not know which CIA operatives names we should shop around trying to get the press to publish, and which we shouldn't.

Starting immediately, you will forward lists of all covert operatives for our use. Multiple copies of the lists for all Cabinet members would be appreciated.

Note: Please do not email lists. POTUS never reads his email.
